First, the phase of the Moon when the Sun is on the meridian and the Moon is just at the horizon would be 1/2 of the moon's full illumination.  Secondly, depending on your latitude, the phase would be either between New Moon and the First Quarter if it on the eastern horizon, or Last Quarter and New Moon if it is on the western horizon.
